Scanning in a post-disaster world

I've been noodling around with ideas for scanning long-term after a disaster, and I tend to think that a lot of what we scan for now won't make sense. Radio systems liked trunked systems, public service with large base stations, encrypted systems, etc. all require a lot of electricity and other supporting infrastructure, which will likely either be specifically targeted or eventually fail after some period of time.
