Do you have neighbors, or just people who live nearby?

OK, we had a good thread last week about defending subdivisions. I have a new learning discussion for us. Those who follow my blathering probably know I have a love/hate relationship with where I live. 99% in our hood are good, decent people, there's a couple of places that will need remediation if a serious WORL or a SHTF occurs. So here's my question:

"Do you have neighbors, or just people who live nearby?"

What is the difference? And how do we address the varieties in a shtf event…
